Since the beginning of 1998, he has been working as the Director of the “Institute of Human Rights”, a non profit organisation, where he leads on or coordinates projects related to monitoring human rights and protecting the rights of certain categories of Russian citizens. He is at the forefront of advancing judicial reform in Russia.

Valentin is one of the editors of the Russian Bulletin of Human Rights and the editor-in-chief of Amnesty International Russian Gazette. He is the member of the Expert Council under the Commissioner for Human Rights in the Russian Federation and the Presidential Council for Promoting Civil Society and Human Rights.
